RULES OF THE TIMES CRICKET SHIELD TOURNAMENT
 
Rules of the Times Cricket Shield Tournament
 
Attention of participating Clubs is drawn to the fact that the Tournament shall be played under the Laws of Cricket (2000 code - 2nd Edition 2003) with ammendments, prevailing Experimental Laws & model rules framed by Mumbai Cricket Association.
 
1.
The Tournament shall be "THE TIMES CRICKET SHIELD" (hereinafter referred to as 'Tournaments').
 
2.
The Tournament shall be run in six divsions : A, B, C, D, E and F. The 'A' and 'B' divisions shall be played on League basis followed by Quater Final for the B Div. Semi Final and Final for both A & B Divisions. All other divisions shall be played on Knock Out basis.
 
3.
An entry fee of Rs. 1000/- for 'A' division and Rs. 500/- for 'B' to 'F' divisions shall be paid by all competing teams, along with the Entry Form.
 
4.
a.
Clubs desirous of competing in the Tournament shall submit a complete list of their players along with required information in the Entry Form before the last date for submission of entries.
 
 
b.
The final list of players shall be submitted in duplicate, in person, to the Times Shield Office before:
30th September, 2008 - 'A' Division
  24th October, 2008 - 'B' Division
  14th November, 2008 - 'C' to 'F' Divisions
 
 
c.
If the final list of players is not submitted before the abovemen tioned dates, the list submitted earlier with the entry form shall be considered as the final list.
 
5.
Elgibility of Teams
  Private & Public business houses, Corporations, State & Central Government departments, Professionals firms and any other form of employers who are engaged in bonafide business and / or profession and have employed persons for carrying out such business / professions (hereinafter referred to as 'Employers) are eligible to participate in the Tournament.
   
5.
Elgibility of Players
 
a.
The bonafide residents in the area forming the jurisdiction of the Mumbai Cricket Association and the outstation players permitted in 'A', 'B', 'C' and 'D' Divisions shall be eligible to represent their organisation in the Tournament.
 
b.
All the players muxt be registered with Mumbai Cricket Association. Outstation players permitted to play in the 'A', 'B', 'C' and 'D' Division should seek temporary registration with Mumbai Cricket Association.
 
 
c.
All the players must be on the regular payroll on or before 1st October 2008 of an employer whose team is participating in the Tournament.
 
d.
The players shall be permanent employees in the pay scale fixed for the said post by the employer.
 
 
e.
Players on contract are elgible to participate in 'A' Division only.
 
f.
A player on the payroll of more than one company in the same season shall not be eligible to participate in the Tournament.
 
g.
The players listed in the entry form of a particular club/team are eligible to represent only that particular club/team. An organization that has submitted multiple entries in different names/divisions shall not be allowed to interchange their players among their teams/divisions once the final list is submitted.
     
7.
Rules for Outstation / Scholarship Players
i.
A maximum of any four outstation players out of the eight outstation players listed in the final list submitted shall be permitted per team in th 'A' Division.
ii.
A maximum of any four outstation players out of the eight listed in the final list and a maximum of any four out of the six Sports Scholarship players listed in the final list, shall be permitted per team in the 'B' Division.
iii.
Amaximum of four outstation and four Sports Scholarship players shall be permitted per team in the 'C' Division.
iv.
A maximum of four outstation players shall be permitted per team in the 'D' Division.
v.
The names of outstation / scholarship players included in the list of players submitted by the teams cannot be changed during the course of the tournament.
vi.
These outstation / scholarship players must be o the payroll of the employers on of before 1st October 2008 and shall be registered with Mumbai Cricket Association.
vii.
It is essential that players who quolify under contract / sports scholarship shall be permanent residents in the jurisdiction of Mumbai Cricket Association
viii.
The college students permitted to play under Sports Scholarship category shall play for their College / University if the College / University Tournaments and Times Shield matches are played on the same dates. The Times Shield matches shall not be postponed due to non-availability of Sports Scholarship players for this reason.
xi.
In case of injury to players in the playing eleven, any player listed in the Final List of players (permanent employee / outstation / scholarship) of a Club can substitute the injured players.
8.
Transfer Rules:
"Players on contract" who wish to switch from one 'A' division club to another 'A' division club shall do so before 30th June of the tournament year. Any player on contract who switches from one 'A' division club to another after 30th June shall not be eligible to represent the new employer for the tournament year.
 
9.
Duration of Matches :
 
a.
The league matches, the semi finals of 'A' Division and the league matches, the quarter finals and the semi-finals of 'B' Division shall be of 3 days duration. The Finals of 'A'and 'B' Divisions ahall be of 4 days duration.
 
The following shall be the table of points to be awarded to the Teams in 'A' and 'B' Divisions in league matches.

If the points are equal at the end of league rounds, the team to qualify will be decided as under:
 
i.
The team having most outright wins will qualify.
 
ii.
If the same, the team with more number of wins (1st Inn) will qualify.
iii.
If same, the team which has won (outright of 1st Inn) in league match will qualify.
iv.
If same it will be decided on higher quotient.
 
Quotient is calculated as follows :
 
The batting average of a Club shall be obtained by dividing the total number of runs scored by the total number of wickets lost. The batting average against a Club shall be obtained by dividing the total number of runs scored against the total number of wickets taken. The former shall be divided by the later and the Club having a higher quotient shall be placed above the Club having a lower quotient.
 
v.
In the case of FINAL, if the match is abandoned without a ball being bowled, the match shall not be replayed. Both the teams shall be declared as joint winners for the year.
 
 
b.
All matches including semi-finals of 'C' and 'D' divisions shall be played over 1 1/2 days and the innings of each side shall be restricted to 70 Overs.
 
    The finals of 'C' and 'D' divisions shall be played over three days. The first innings of each side shall be restricted to 90 overs, while the second innings shall be restricted to 40 overs. The side batting first can declare it's innings. The follow-on rule shall not apply.
 
    (Penalty run shall be applicable as per New Model Rules to the Mumbai Cricket Association)
     
 
c.
'E' and 'F' Division matches shall be of one day's duration, including finals and shall be of 45 overs a side.
 
    (New Model Rules - Playing conditions for One-Day Limited Over Matches shall apply)
 
10.
All matches will be decided by draw and shall be played on the grounds alloted by the organisers.
 
11. The Club on whose ground the match is to be played shall be responsible for the provision of wickets and score board and shall see that the pitch is properly made and marked.
 
12.
All matches shall be playedwith the cricket balls supplied by the organisers. The cost of such balls shall be paid out of the Tournamentfunds. Such cricket balls, after play, shall be returned to the Hon. Secretary of the Tournament.
13.
All the matches shall be played on the dates given by MCA Tournament Sub-Committee to the Organisers. Competing Clubs shall not mutually arrange for postponement of their match for any reason ( except for inclement weather), without the prior sanction of the Tournament Organiser and MCA Tournament Sub-Committee.
14.
Both the clubs participating in a match shall be responsible for notifying the Hon. Secretary within two days the result of the match giving the full scores and bowling analysis in the prescribed form.
 
15.
It is mandatory for 'A' and 'B' Division captains to submit the 'Captains Report on Umpires' after every match in the prescribed form.
16.
In 'A' and 'B' Division, a team may include any number of players who have played first class cricket in India or have played in an official or unofficial Test Match against a touring side in or outside India within the last one year of the commencement of this Tournament.
 
17.
In the 'C' Division, no team shall include more than three players who have played first class cricket in India or has played in an official or unofficial Test Match against a touring side in or outside India within the last one year of the commencement of this Tournament
 
18.
In 'D', 'E' and 'F' Divisions, no player who has played first class cricket or has played in an unofficial or official Test match against a touring side in or outside India within the last five years of the commencement of this Tournament, shall be eligible to play in this Tournament.
 
19.
'Best Batsman' & Best Bowler' prizes shall be awarded to a player in each division making the highest score and a bowler returning the best analysis in any one inning of a match of the Tournament with a minimum number of 5 wickets. A special prize in each division will be awarded to the Team and the players comprising the team for the best average per over scored in the first innings in any game of the Tournament except E & F Division will be considered from Q-finals onwards. For this purpose, an incomplete over shall be deemed to be a complete over. The team to qualify for such prize must have scored the minimum number of run viz. 'A' Div. - 300 runs, 'B' Div. - 250 runs, 'C' Div. - 200 runs.
 
  The prize shall be determined from the submitted by the competing Clubs to the Hon. Secretary.
 
  The committee shall not be responsible for non consideration of any claims for Prize due to non-submission of results by any competing Club.
 
20.
The Winners and Runners-up of the 'A' Division will be presented 'The Times of India Cricket Challenge Shield' and 'BEST Challenge Shield'. The Winners and Runners-up of the 'B' Division will be presented 'GEC Cricket Challenger Shield' and 'ICI Challenge Shield'. The Winners and Runners-up of the 'C' division will be presented the 'Western Railway Trophy' respectively. The Winners and the Runners-up of the 'E' Division will be presented the 'Thackersey Trophy' and the 'Kohinoor Mills Trophy' respectively. The Winners and the Runners-up of the 'F' Division will be presented the 'Century Rayon Shield' and the 'Polson Shield' respectively.
 
21.
No players shall be permitted to receive any prize or reward forplaying in this Tournament except those mentioned in Rule 20 above.
22.
The Organisers' ruling on all matters covered by the rules shall be final and binding.
23.
Protest against breach of rules and regulations of the Tournament :
 
a.
No protest shall be entertained against the decision of any umpire on a point of fact.
 
b.
The Protest shall be jointly signed by the Authorized Signatory & the Secretary of the Club and submitted to the Organizers along with a fee of Rs.3000/- within 48 hours of the completion of the match. For this purpose the intervening Bank Holidays shall be exluded for calculating the period of 48 hours. A copy of the protest shall also be served simultaneously to the alleged defaulting team by the protesting team. The onus of providing the proof of allegation rests with the protesting team. If the protest is upheld fee will be refunded. If not, it will be forfeited.
 
c.
The Captain and the Secretary of the Club OR hte Authorised Signatory of the parent company of the respective club shall only be permitted to represent the Club during the enquiry meetings. No other persons except these representatives shall be allowed to attend the enquiry meetings.
24.
Appeals
  All appeals against the decision of the Tournament Committe shall be lodged in writing to the Hon. Secretary. Tournament Sub-committee at the office of the M.C.A. not later than 48 hours after being informed ofthe decision. For this purpose the intervening Bank holidays shall be excluded for calculating the period of 48 hours.
 
  Not withstanding this, the M.C.A. on its own is competent to investigate into any matter pertaining to the tournament. The decision of the Tournament Sub-Commitee of the M.C.A. shall be final and binding on all parties concerned. If the aggrieved party is not satisfied with the decision of the Tournament Sub-committee, it may appeal to the Managing Committee of the M.C.A.
 
The Managing Committee of the M.C.A. shall be the sole arbitrator of all the disputes between the Clubs in the Tournament and the ournament concerned.
 
25.
The Board of Umpires of M.C.A. shall appoint umpires for all matches played in the Tournament. In the event of appointed Umpires not being present, the Captains of the competing Clubs by mutual agreement, shall appoint an individual in his place to umpire the game & he qill act full fledged umpire.
26.
The Umpires shall be the sole judges of fitness of the ground, weather, light and points arising out of the interpretation of the laws of the laws of the game. Their decisions shall be final.
 
27.
Hours of play and intervals.
a.
For 'A' Division
  10.00 a.m. to 12.30 p.m.
  12.30 p.m. to 1.15 p.m - Lunch Time
  1.15 p.m to 3.15 p.m.
  3.15 p.m to 3.35 p.m. - Tea Time
  3.35 p.m to 5.05
 
 
b.
For 'B' Division
  09.30 a.m. to 12.00 noon
  12.00 noon to 12.45 p.m. - Lunch Time
  12.45 p.m to 02.45 p.m.
  02.45 p.m to 03.05 p.m. - Tea Time
  03.05 p.m to 04.35 p.m.
 
 
c.
For 'C' and 'D' Division matches following timing should be strictly adhereed.

  03.05 p.m to 04.35 p.m.

  03.30 p.m. to 03.50 p.m. -Tea Time
  03.50 p.m. to 05.20 p.m
 
 
d.
For 'E' & 'F' Division matches following timing should be strictly adhered
  10.00 a.m. to 1.00p.m.
  01.00p.m to 02.00 p.m. - Lunch Time
  02.00 p.m to 05.00 p.m.
 
28.
Promotion / Relegation :
  The winners of 'B' to 'F' Dvisions shall be promoted to the immediate upper division in the next season.
 
  Runners-up teams from 'D' to 'F' Divisions shall also be promoted to the immediateupper division in the next season.
 
  One Club each from 'A' to 'B' Division, having least number of points after the league matches shall be demoted to an immediate lower division in the next season \. If two teams tie on points, it will be decided on quotient.
 
  Tournament Organizing Committee reservers to itself the right of classifying the teams in different divisions or refusing entry without assigning any reason.
 
  Only the Clubs participating in 'A' and 'B' Divisions of the Tournament shall be permitted to submit one addditional entry in the Tournament.
 
  If a club is found to have given walkover in any league / knock-out match, such team shall not be allowed to participate further in the tournament in the same year and shall not be given entry in the tournement in the next year.
 
29.
Umpires Honourarium :
 
1.
'A' and 'B' division matches Rs. 550/- per day.
 
 
1)
Apart from the two umpires who would be umpiring the 'A' Division matches, one more umpire would be requested to be present at the venue as a stand-by on the first day of the match. In case, any one of the appointed umpires is absent at the venue, the stand-by umpire will umpire the match. If the stand-by umpire does not get an opportunity to umpire the match, he will be paid Rs. 225/- for the day only as per MCA Rules.
     
 
2)
'C' to 'F' Division
    Full Day Rs. 450/- Per Day
    Half Day Rs. 275/- Per Day ( If the match is played on week days Rs. 450/-)
   
30.
Both the teams shall bear the ground charges and umpires Honorium. The Tournament Committee shall pay the ground charges and umpire's honorarium for all Final matches.
